For the PE level of a blueprint, this is the affect given:

From lvl 20 onwards, the manufacturing multiplier gets better in smaller and smaller increments, working its way towards 0,8. Hope this helps.

most people concentrate on lvl10 ME before lvl10 PE...anything more and you discover the joys of "the law of diminishing returns" (but, this involves laboratory slot usage, thus another story)
