At this point you're thinking about the Prophecy-class Battlecruiser, since Mining Barges aren't worth the paper the bpos are written on. You'll need Spaceship command lvl4 for the miner barge. That's nothing to sneeze at...you might even consider training 'Instant Recall' to level4.
